Upcoming Deadline: Workplace Skills Plan (WSP) & Annual Training Report (ATR) Submissions Due by April 30, 2025

Attention South African employers: The deadline for submitting your Workplace Skills Plan (WSP) and Annual Training Report (ATR) for the 2025/2026 cycle is April 30, 2025, at 23:59.

 

Why is this important?

  • Compliance: Under the Skills Development Act of 1998, employers with an annual payroll exceeding R500,000 are required to pay the Skills Development Levy (SDL) and submit WSPs and ATRs to their respective Sector Education and Training Authorities (SETAs).

  • Financial Benefits: Submitting these reports allows your organization to reclaim up to 20% of your SDL through mandatory grants.

  • B-BBEE Compliance: Proper submission impacts your B-BBEE score, particularly under the Skills Development element, which is a priority. Non-compliance could trigger the Discounting Principle, affecting your overall score.

 

Key Components of WSP and ATR:

  • Workplace Skills Plan (WSP): A strategic document outlining your organization's planned training and development initiatives for the upcoming year. It identifies current and future skills needs and details the steps to address these through various training programs.

  • Annual Training Report (ATR): A comprehensive report detailing the training interventions that took place in the previous year, including the number of employees trained, types of training programs implemented, and expenditure on training and skills development.

 

Action Steps:

  1. Appoint a Skills Development Facilitator (SDF): This individual will manage the submission process, assess training needs, identify skill gaps, and create a skills plan aligned with your organization's goals.

  2. Conduct a Training Needs Analysis (TNA): Identify the current skills profile of employees, determine skills gaps, and plan appropriate training interventions.

  3. Prepare and Submit WSP and ATR: Compile the necessary data and submit your WSP and ATR to the relevant SETA before the April 30 deadline.


Important Note: No extensions will be granted for late submissions, including incomplete or inaccurate data.

 

By adhering to these requirements, your organization not only ensures compliance but also contributes to the broader goal of enhancing South Africa's workforce skills, promoting productivity, and supporting economic growth.
